South Korea is weighing a substantial investment in a natural gas power project in Texas, marking its first significant financial endeavor under a broader $350 billion commitment to the United States. This proposed initiative in Encinal aims to construct a 6.3-gigawatt gas-fired power plant to cater to the increasing electricity demands fueled by the swift growth of AI data centers and advanced semiconductor facilities in the region.
Initially, South Korea considered an investment of approximately $19.8 billion, while the United States had proposed around $25 billion. Current negotiations appear to have brought the two parties closer, with a tentative figure of $22.3 billion being discussed, though both the final investment amount and the plant’s capacity remain subject to change. The project’s development is expected to occur in phases, starting with the addition of about 1.4 gigawatts of gas turbine capacity and potentially expanding to 4.9 gigawatts of combined-cycle generation as dictated by electricity demand and economic factors.
In addition to this natural gas project, South Korea and the United States are also in discussions regarding a significant nuclear program. The U.S. has proposed dedicating up to $120 billion from the investment package to construct as many as eight large nuclear reactors. These talks include the potential use of South Korea’s APR100 reactor design for two units, reflecting a deepening collaboration between the two nations in energy infrastructure development.
The overall $350 billion investment commitment includes $200 billion for a range of U.S. investments and another $150 billion intended to bolster the American shipbuilding industry. Before finalizing these investment arrangements, South Korea is required to present details to its National Assembly. A memorandum outlining the investment framework might be signed as soon as September 18, though discussions are still underway.
Despite these ongoing negotiations, South Korea’s industry ministry has clarified that no definitive decisions have been made regarding either the Texas gas power project or the proposed nuclear program in the United States. The precise terms and scope of these projects continue to evolve as both countries work towards a mutually beneficial agreement.
