President Donald Trump has suggested that South Korean shipbuilders may become integral to the modernization and expansion of the US Navy, hinting at the potential for purchasing ships manufactured outside the United States. During his speech at the Pennsylvania Defense and Innovation Summit, Trump emphasized the necessity of reinforcing the nation’s aging naval fleet. He indicated that the US is exploring increased collaboration with South Korean firms and other international companies.
Trump also announced plans to construct two National Security Multi-Mission Vessels at Hanwha Philly Shipyard in Philadelphia, with the project valued at roughly $1.5 billion. This development comes as the US and South Korea deepen their defense cooperation. South Korean President Lee Jae Myung disclosed that Trump had inquired whether South Korea could swiftly build 10 naval vessels for the US, a topic that was further discussed during recent international meetings.
The Pentagon and the US Navy have reached out to prominent South Korean shipbuilders, including HD Hyundai Heavy Industries and Hanwha Ocean, to evaluate their capabilities in designing and constructing combat ships. Hanwha is in a favorable position to capitalize on this partnership, having acquired a shipyard in Philadelphia in 2024 and seeking licenses to produce military ships in the US. At the same time, HD Hyundai and Samsung Heavy Industries have been broadening their alliances with American companies to break into the US naval shipbuilding sector.
Despite these promising collaborations, there are significant legal hurdles to overcome. Current US regulations prevent the construction of Navy vessels outside the United States, meaning that any decision to produce ships overseas would require legislative approval or special exemptions. This regulatory barrier remains a key challenge as both nations look to deepen their defense ties while adhering to existing legal frameworks.
